My understanding is that something only qualifies as a graven image if it is made for the purpose of bowing down and worshiping it.
Keep in mind the furnishings in the Tabernacle. On the Mercy Seat above the Ark of the Covenant there were two cherubim, and this is something the Lord commanded to be made.

It's just I don't remmember God telling Solomon to build lions, unless when God gave him wisdom, it also had the plans of the temple.

1 Chronicles 28:9-19 talks about David giving Solomon the plans for the Temple.
But the throne and the lions aren't mentioned there, since these weren't a part of the Temple but were in Solomon's palace. So I don't see God instructing him to make these, but that doesn't necessarily mean they are a problem.
