We should always seek to be doing this better. One approach is to address each of the four things listed - heart, soul, mind, strength - and make an effort to get all of these in optimum condition. By doing this, by getting our hearts and minds, etc., in really good condition, that should help us to love God and neighbor better. So that's the idea with what follows.
Heart -

Heart -
The aim of our charge is love that issues from a pure heart and a good conscience and a sincere faith. -- 1 Timothy 1:5
Draw near to God, and he will draw near to you. Cleanse your hands, you sinners, and purify your hearts, you double-minded. -- James 4:8
Soul -
Having purified your souls by your obedience to the truth for a sincere brotherly love, love one another earnestly from a pure heart -- 1 Peter 1:22
Mind -
Do not be conformed to this world, but be transformed by the renewal of your mind, that by testing you may discern what is the will of God, what is good and acceptable and perfect. -- Romans 12:2
and to be renewed in the spirit of your minds -- Ephesians 4:23
Strength -
but they who wait for the Lord shall renew their strength; they shall mount up with wings like eagles; they shall run and not be weary; they shall walk and not faint. -- Isaiah 40:31
Surely plenty more could be said about all of this. But I just wanted to illustrate the idea and give some scripture references along these lines. Perhaps the main idea is that love, from God, should be flowing through us to the greatest degree possible, and we want to be vessels that can handle the love flowing through us in greater and greater measure.
