Maybe the 'He' in 2 Samuel is Satan, but isn't mentioned in detail? But when you chronicles you find out it was Satan?

I quoted the below scriptures to show that God does use the enemy for His purposes and can lift his protection of you from the enemy or allow the enemy to tempt you or do certain things. The enemy probably couldn’t do anything without God allowing it. So it’s a matter of who was responsible and who actually did it. Or what did he do and what (or who) did he use to do it with. Did God tell satan to do it or did God allow the situation to happen by lifting His protection and allowing the enemy to influence David? “But put forth thine hand now, and touch all that he hath, and he will curse thee to thy face. And the Lord said unto Satan, Behold, all that he hath is in thy power; only upon himself put not forth thine hand. So Satan went forth from the presence of the Lord.” Job 1:11-12 “Of whom is Hymenaeus and Alexander; whom I have delivered unto Satan, that they may learn not to blaspheme.” 1 Timothy 1:20

Yep, it's an interesting situation regarding those verses, and I think it's fairly well known among those people who try to find contradictions in the Bible. But of course, there isn't actually a contradiction...
I think waris' answer was very good. Surely God was sovereign over the situation, but satan was the mechanism by which David was moved to do the census.
