Does John 3:16 & John 14:21 relates to God's love for believers and non believers?

" Whoever has my commands and keeps them is the one who loves me. The one who loves me will be loved by my Father, and I too will love them and show myself to them." " - John 14:21
" For God so loved the world that he gave his one and only Son, that whoever believes in him shall not perish but have eternal life. " - John 3:16
Also these verses:
" We love him, because he first loved us. " - 1 John 4:19
" But God demonstrates his own love for us in this: While we were still sinners, Christ died for us. " - Romans 5:8

It is a noun; thus, expressing the idea of love. the rest of "loves" in the other verses is "agape" in verb form, so it is an action. How these verses relate to us: God loved us while we were sinners and still loves us after we get saved. Obedience and disobedience is not going to deicide whether God loves us or not. It is usually going to decide our rewards and punishments.

This doesn't seem so hard to understand if you compare it to a parent's love for a child. A toddler's tantrum can be cute and a parent might be amused to see a 4yr old come up with an elaborate cookie-stealing plan, but angry explosions and household stealing on the part of an adult child would most likely elicit a different reaction. The love in the second case is still there but may be expressed more harshly and mixed with sorrow.
