Im confused about the 2nd half of this verse.
"Cursed be he that doeth the work of the LORD deceitfully, and cursed be he that keepeth back his sword from blood."

this is how i see it:
You probably need to look at the full context to understand what God is trying to convey.
based off of the context, it looks as though God is placing judgment against moab and wants it utterly destroyed. it seems as though God is saying that if the ones he sent against the place (soldiers) refuse to destroy it as he commanded, then they, themselves, would be cursed.
only looking at the one verse brings about much confusion. instead lets put it back into context: God is speaking out against moab and how he is going to destroy it. When in context, verse 10 seems to be referring to the spoilers that God will bring upon moab. so let me quote a few verses above it:
"And the spoiler shall come upon every city, and no city shall escape: the valley also shall perish, and the plain shall be destroyed, as the Lord hath spoken. Give wings unto Moab, that it may flee and get away: for the cities thereof shall be desolate, without any to dwell therein. Cursed be he that doeth the work of the Lord deceitfully, and cursed be he that keepeth back his sword from blood. "
in these couple of verses, it shows that the "spoiler" (destroyers / soldiers) will come and destroy every city, as well as, all the plains. it talks about how the citizens of moab should be given wings, so they can run away from the destruction. it shows that the destruction will be so bad that the cities will become desolate, without people within them. However, there exists a chance that the "spoilers" will not utterly destroy the cities of moab, so God adds in a warning and curse for those who dont.
right now, in the context of chapter 48, God's work is currently the destruction (judgment) of Moab and its people. So, with that in mind, let's take a look at verse 10. verse 10, when in context, more or less says: "the spoiler who is lazy (deceitful) when doing the work of the lord (destruction of moab), then he will be cursed. And the spoiler that holds back from killing the citizens of moab will be cursed."
The point is that God wants the place utterly destroyed, as well as, the citizens. if the soldiers (spoilers) refuse to destroy moab or kill off its citizens like God has proclaimed will happen, then God will curse that soldier for failing to obey.

I think that God is ordering the complete destruction of the culture of Moab, which of course is built into their very cities. If God meant only the spilling of human blood, then why would the moabites themselves be allowed to flee? Once separated from the idolatrous structure, the moabites could individually repent and seek God. But the soldiers who failed to utterly wipe out the idolatrous culture, perhaps out of misguided sympathy, would be responsible for leaving a temptation to bring Moab back to its' former strength.JMHO.
